The whole point of this service is that it's based on what councils have told us they find useful. It's based on areas of common ground and common purpose - for example, where it pays to share the best training.

Having said that, the E-Learning Service also respects the fact that councils have strong individual identities based on the region and community they serve. So the Service also needs to be flexible - for example, in allowing e-learning courses to be easily customised.

The Local Government E-Learning Service has evolved from what councils know they need rather than what we think they need.Then there is the issue of scale, where the technology really comes into its own. Any E-Learning Service worth its salt needs to cater for councils of all shapes and sizes from 500 to 40,000 employees and be affordably priced accordingly. So technology serves its users rather than the other way round. In developing this service we listened to councils when they explained what was needed in terms of scheduled reports. We listened to their needs for structuring data around specific groups of employees, their needs for promoting training with communication campaigns; not to mention the ability to follow up roll outs to make sure everyone completes the training as planned.

'Glasgow Cares' is Glasgow City Council's first internally built course and has contributed to a 6% improvement in customer service since its roll out.

Clyde Valley Councils invest in collaborative E-Learning Service

When a group of Councils in Scotland worked together to procure Brightwave’s Local Government E-learning Service they led the way in two huge areas of cash savings for local government across the UK. The collaborative procurement process, which has already provided efficiency gains and cash discounts, promises to save training budgets millions of pounds. The group of eight Councils in the Clyde Valley will now be able to provide online training to more than 100,000 employees.
