Brightwave creates portal based learning for Broadcasting Commission of Ireland

e-Learning specialist providing hosted solution for pilot regulatory e-learning initiative

Brightwave, the workplace communication, learning and performance specialist has been selected by the Broadcasting Commission of Ireland to develop, launch and host their pilot e-learning initiative. The compliance driven programme will focus on the Irish General Advertising Code, providing Ireland's broadcasters with the knowledge and practical help to comply with regulations in this highly regulated industry.

The programme will be hosted by Brightwave on their Launch & Track LMS and will consist of an information resource as well as learning modules brought to life through interactive scenarios and situational simulations. Brightwave has adopted a strongly learner centric approach to the design and deployment of the e-learning content and the scenarios are designed to challenge learners to apply the objectives of the code to specific instances through dilemmas, decision points and questioning.

The curriculum structure will move away from the traditional linear approach towards a random-access, performance support model. This follows recent research suggesting that the immediacy of online performance support models consistently demonstrate greater knowledge retention, higher concentration levels and improved ability to apply the learning.

"As this programme is our first e-learning initiative we needed to feel very confident with the supplier" said Declan Mc Loughlin, Broadcasting Standards Officer at the Broadcasting Commission of Ireland. "Brightwave demonstrated a full understanding of our requirements making them the preferred choice to work with on developing this e-learning programme. We also felt that the e-learning should take a coordinating role that would progress our regulatory training and Brightwave's previous work demonstrated that they can help us to achieve this."

Learners will be able to access the BCI branded portal through the Commission's own website, encouraging a sense of integration between the two. The programme will be the first component of what the BCI intends to become a dedicated e-learning portal for all of Ireland's broadcasters.

"e-Learning initiatives best achieve long-term success where the client has the means to take control and ownership of the programme itself. Therefore, transferring our knowledge and expertise to the BCI will be critical in this regard," explains Bryan Krafchik, Principal Consultant at Brightwave. "The portal-based approach we are developing for the Broadcasting Commission of Ireland is scalable to meet the anticipated growth in demand for e-learning provision".

The portal will be hosted on Brightwave's 'Launch & Track' LMS, which has been developed by Brightwave to meet SCORM and other industry standards. Launch & Track also has a very extensive administration and reporting system. This enables organisations to use e-learning as a strategic tool through which to evaluate and refine their training provision. BCI has also licensed Brightwave's BILD authoring tool ensuring that updates and content maintenance can be facilitated in-house.
