Brightwave to develop extensive e-learning platform for City of Edinburgh Council

Putting the control in the hands of the experts

The City of Edinburgh Council has selected Brightwave, the workplace communications, learning and performance specialist, to design and develop a new portal-based e-learning platform which will enable the Council to create both extensive and specialist e-learning content as well as distrubute online training courses to most staff.

The strategic partnership will see the provision, implementation, licensing and support for a suite of tools that will lead the way for in-house, branded and specific e-learning content which will be rolled out later this year.

"We chose to work with Brightwave on this project as their proposed solution seemed to be tailored to our needs" said John Harrison, Development Partner for the City of Edinburgh Council. "Using Brightwave’s content management platform we can create extensive and wide ranging e-learning content in-house. We will also have increased control of the implementation and tracking of all our learning content as well as being able to identify further training needs. It puts the control of our training back in the hands of the experts, ourselves."

The BILD authoring tool will enable the development of training courses using a single graphical user interface and has been developed by Brightwave with the needs of e-learning content in mind. BILD enables non-technical staff to create, edit, maintain and manage online content. As well as licensing BILD, Brightwave’s SCORM compliant Launch and Track Learning Management System will allow users to launch any assigned training and tracks their progress. Managers will also be able to access a reporting facility which can track user progress at various levels.

Another key component of the solution is the 360 Degree Feedback Tool which enables in-depth reporting on individual strengths and areas for development. The tool is based around the Council’s new competency framework. "The feedback tool is an excellent feature to allow us to create a long term e-learning strategy. Primarily the tool will be used for talent management within the council, not just for managers but as a self service tool for the individual. We want to create an inclusive training environment that encourages personal development. The feedback tool will also facilitate the training department when it comes to developing content for new areas." explained John.

The solution is expected to go live later this year after it has been fully integrated within the Council.
